Villu Zirnask wrote that tourism in Estonia remains an area with strong import potential, as was shown by the Tourest travel trade fair which was held just this last weekend.
As for export potential, on the other hand... Estonia's trouble seems to be an effect which may be characterized well by 18th-century British writer Samuel Johnson's saying about the Giant's Causeway in Northern Ireland: "Worth seeing; yes. But not worth going to see." There are many places and events in Estonia which are worth seeing; however they can fit into the course of a one-or-two day excursion. Yet taken separately, the worth of coming from farther tends to fizzle out.
